Edvinas Kerza

Edvinas Kerza is the Managing Partner at ScaleWolf, a dual-use fund focused on defense and security innovation. He is a highly experienced leader in national, EU, and NATO security, and a recognized expert in Business Resilience, with a strong background in digital and cyber security, corporate security, compliance, risk management, and business continuity.

Previously, Edvinas served as Vice-Minister of National Defense of the Republic of Lithuania, where he was directly responsible for Lithuania’s cyber defense—overseeing policy development, capability building, R&D, and leading key international projects such as the EU Cyber Rapid Response Teams, the Regional Cyber Security Center, and the CRRT Toolkit. He also managed the Ministry of Defense budget, defense planning, and international cooperation with strategic partners.
